Pampa Beautification Project

Purpose and Objectives

The City Beautification Subcommittee is committed to improving our community's aesthetic appeal and sustainability through innovative projects, public engagement initiatives, and collaborative efforts with local businesses and residents. We aim to create an inviting environment that fosters pride, promotes well-being, and encourages community involvement, ultimately attracting more businesses to our town. The PEDC’s Beautification grants are intended to reimburse beautification efforts up to $9,500. If needed, and with separate approval, the PEDC can issue a seed money grant of up to50% to help start the renovations.

Program Target Area

The Target area for the downtown beautification effortswill follow the City-approved Downtown Reinvestment Zone #1.

FAQ's

1. When does the Façade Improvement Program start and end?

The program is active from October 1, 2025, through September 30, 2026.

2. What qualifies as a “façade”?

A façade is an individual storefront or building exterior that faces a public right-of-way or is otherwise visible to the general public.

3. How many grant applications can be submitted per address?

Only one grant application is allowed per address.

4. Can I apply for more than one grant if I own multiple properties?

Yes, property owners with multiple addresses may apply for multiple grants—one per address.

5. Who is eligible to apply for a façade improvement grant?

Any property owner or tenant with the property owner's permission can apply.

6. What types of properties are eligible?

Commercial, industrial, and non-profit properties located within the Downtown Reinvestment Zone #1 are eligible.

7. Are any areas given preference for funding?

Yes, preference is given to projects located along Foster, Cuyler, and Kingsmill.

8. What types of improvements are eligible for funding?

Eligible improvements include:

  • Doors (for public access)
  • Windows
  • Awnings
  • Exterior paint
  • Exterior-facing walls
  • Exterior-mounted lighting

9. What types of improvements are NOT eligible?

Ineligible improvements include:

  • New building construction
  • Building permits, legal fees, and related costs
  • Extermination services
  • Interior renovations
  • General, routine, or deferred maintenance

10. Can improvements not listed still be eligible?

Yes, eligibility of unlisted improvements will be determined at the discretion of the Committee and/or PEDC.

11. Can I use any contractor for my project?

No. Only professional and insured contractors are allowed. Sweat equity (self-performed labor) is not eligible.

12. What happens if my property has outstanding taxes or fees?

Applicants with outstanding property taxes, fees, judgments, or liens to the City of Pampa or Gray County will not be eligible for financial assistance.

13. Can the program guidelines change?

Yes. The PEDC board may amend the guidelines to improve program efficiency or comply with local, state, or federal regulations.

14. Do I have any obligations after receiving the grant?

Yes. Property owners must maintain the improvements for at least three (3) years.

15. What if the façade is altered within three years?

If changes are made within three years, the Committee may require repayment of some or all of the grant.

16. What if I sell the property within three years?

If the property is sold within three years, 50% of the total grant must be repaid to the PEDC before the sale.

17. What if the tenant changes within three years?

If the tenant changes and the new tenant wants to modify the façade, the Committee will determine whether any of the grant must be repaid.
